NYC DOT Off-Hours Delivery Incentive Program (OHD)

Guide

October 2026

The New York City Department of Transportation (NYC DOT) is now accepting applications for its Off-Hour Deliveries (OHD) Incentive Program, offering financial reimbursements to businesses that shift their deliveries to off-peak hours between 7:00 PM and 6:00 AM.

This initiative aims to improve delivery efficiency, reduce traffic congestion, and support local businesses by minimizing disruptions during regular business hours.

Program Benefits

Participating businesses may receive a one-time financial reimbursement for eligible expenses associated with transitioning to off-hour deliveries, including:

  • Access Enhancements: Smart access systems and other solutions for secure deliveries.
  • Security Equipment: Camera systems and related security improvements.
  • Low-Noise Equipment: Pallet jacks, truck retrofits, and other noise-reducing equipment.
  • Green Delivery Solutions: Cargo bikes and other environmentally friendly delivery methods.

Businesses may also benefit from more predictable delivery schedules, reduced delivery costs, and fewer disruptions during operating hours.

Who Is Eligible?

Businesses must:

  • Be located in or make deliveries within New York City.
  • Receive or transport commercial goods.
  • Be able to coordinate with delivery partners to shift deliveries to off-hours. Deliveries from UPS, FedEx, Amazon, and similar services are excluded.

Participating businesses must commit to conducting off-hour deliveries for at least one year and sharing delivery data with NYC DOT.

How to Apply

Applications are now open and will be considered in the order they are submitted. Businesses of all sizes are encouraged to explore this opportunity.
