紐約州的禁塑令1日生效，雖然不少商家已停用塑膠袋、顧客也自備環保購物袋，但因4月1日才執法，「生效但不執法、教育但不處罰」的狀況使得有些商家仍照常供應，甚至錯把寬限期當成新生效日，提供免費塑膠袋、爭取在4月1日前將存貨用完；也有個別商家趁亂牟利，連塑膠袋也一併開始收費。
